There were no additions to the agenda.

Welcome and Introductions

Michael welcomed attendees and thanked everyone for their participation. A call-in option was provided, gathering guidelines were observed and seating allowed for social distancing.

July 15, 2020 Minutes and Updates
The Board meeting minutes were sent to members for their review prior to the meeting. Of the four action items listed, three were completed. CCN did not distribute a flyer during the Youth and Family Link Back-to-School event to allow for more time to create virtual and digital activities to advertise.

Motion to approve the July 15, 2020 Board meeting minutes as presented (Kay); second (Louise). The vote was unanimous, and the motion carried.
Monthly Expenditures

The August Itemized Voucher amounting to $3,011.05 was presented to the Board for review and approval. The bills presented for August Payment were:

Invoice 2020 8T Cowlitz County Treasurer, Sep Payroll/Processing $3,000.00

Motion to approve the voucher as presented (Louise); second (Kay). The vote was unanimous, and the motion carried.

Grant Status Report

Cowlitz County Health & Human Services Financial Literacy Grant $10,000
Financial Literacy Training | July 1, 2020 – June 30, 2021
July Request: $1,152.00 | Remaining Balance: $8,848.00

Financial Literacy funding is for training at-risk youth and financially vulnerable families. Training topics are geared to the audience and may include Bank on It, Setting Financial Goals, Borrowing Basics, Saving for Cars/College/Housing, etc. Due to the Covid-19 pandemic, CCN is not able to continue in person training. CCN sends Financial Literacy emails to community partners and families, including lessons for children, and information on budgeting and credit for adults and has transitioned to using Sender email software. 234 contacts were originally exported to the Sender account, 44 were removed due to bounce backs and three recipients unsubscribed. Financial Literacy emails have a 10-15% open rate and recipients click on links in the emails 1-3% of the time. The Board was sent a draft roadmap for CCN grant work during Covid-19 prior to the meeting and members discussed potential digital and virtual activities for for the Financial Literacy grant.

Help for At-Risk Youth with Behavioral Issues in Child Care | July 1, 2019 – June 30, 2021

Behavioral Health funding provides technical assistance and training for childcare providers who serve children with behavioral issues and offers training and resources for family members who have children with behavioral challenges. Due to the Covid-19 pandemic, CCN is not able to continue in person training. CCN sends Behavioral Health best practice emails to community partners, child care providers and families. The emails are sent to the same distribution list as the Financial Literacy series, have a 13-23% open rate, and recipients click on links in the emails 1-2% of the time. The Board was sent a draft roadmap for CCN grant work during Covid-19 prior to the meeting and members discussed potential digital and virtual activities for the Behavioral Health grant.

Community Foundation of SW WA Behavioral Health Grant: $25,000
Help for At-Risk Youth with Behavioral Issues in Child Care | Awarded December 2019

The Behavioral Health funding provides technical assistance and training for childcare providers who serve children with behavioral issues and offers training and resources for family members who have children with behavioral challenges. Due to the Covid-19 pandemic, CCN is not able to continue in person book clubs, groups, or trainings. Board members met on June 22nd to create a roadmap forward. The CCN Coordinator met with the CFSWWA Program Officer on August 18th for a program update and CCN was encouraged to apply for Cycle 2 funding.

WA Department of Commerce Child Care Partnership Grant
Child Care Access Report | Apparently Successful Applicant $60,000

CCN is an apparently successful applicant for a WA Department of Commerce Child Care Partnership grant to support local partnerships to develop action plans that stabilize and expand child care capacity for underserved areas and for historically marginalized communities. CCN’s
proposal funds the supplemental work of the Cowlitz Community Charter (CCC) as outlined in the 2020 Annual Agenda and Objectives. CCN will call a meeting of the CCC for September 24th to review the grant objectives and gain commitments from partners. CCN also has an opportunity to support a Round 2 Child Care Partnership Project proposal by Workforce Southwest (WSW) focused on addressing the child care crisis from the business perspective.

ACTION: Reserve conference room and send invitation for CCC meeting to partners. (Amber)
