The May Board meeting minutes were sent to members for their review prior to the meeting. Motion to approve the May 18, 2021 Board meeting minutes as presented (Corie), second (Kay). The motion carried.

Cowlitz County Health & Human Services Financial Literacy Grant $10,000
Financial Literacy Training | Jul 1, 2020 – Jun 30, 2021
Current Request: $510.00 | Remaining Balance: $2,400.00

Financial Literacy funding is for training at-risk youth and financially vulnerable families. Training topics are geared to the audience and may include Bank on It, Setting Financial Goals, Borrowing Basics, Saving, etc. Financial Literacy content is included in the monthly newsletter to stakeholders include lessons for children and information on budgeting and credit for adults. The Network is offering virtual learning sessions with our community partners over the summer. We have built out our online resources, pre-scheduled financial literacy resources to our social media accounts and drafted newsletters containing financial literacy links and trainings.

Behavioral Health funding provides technical assistance and training for childcare providers who serve children with challenging behavioral needs and support for families. CCN Behavioral Health emails to stakeholders include a connection to local learning opportunities and behavioral health evidence-based information and resources. The Network is providing STARS Hours eligible virtual training events on June 22nd and June 29th.

WA Department of Commerce/Seattle Foundation Child Care Partnership Grant $60,000
Child Care Access Report | Sep 23, 2020 – Jun 30, 2021
Current Request: $6,461.76 | Remaining Balance: $29,476.40

This grant was awarded in the amount of $30,000 in reimbursable funds from the Dept of Commerce and $30,000 in upfront funding from the Seattle Foundation. Monthly invoices reflect the split in funding. Child Care Partnership funding CCN supports local partnerships to develop action plans that stabilize and expand child care capacity. The project funds the supplemental work of the Cowlitz Community Charter as outlined in the 2020 Annual Agenda and Objectives. The Network is currently working with contracted partners on the CCPG for survey collection, family engagement, developing the child care access report and outreach and advocacy. The Network and project partners will host focus groups in June and release the results of the Child Care Family Survey.

Old Business
A board retreat was scheduled for Saturday, July 10, 2021, from 10am-3pm at Youth and Family Link, 907 Douglas St. in Longview. Board members were encouraged to attend and lunch will be provided.

Michael reported that the Cowlitz Community Charter meeting was successful and that participants reviewed the Child Care Access Report One Page Overview, discussed reactions to the data presented and brainstormed ways in which the Charter could address the issues identified.

There is now an online calendar on the website and upcoming events include the Conscious Discipline – Building Resiliency in Uncertain Times Virtual Training on April 13th from 6:30-8pm, the Conscious Discipline Virtual Book Club on April 27th and upcoming Child Care Partnership Grant work group meetings.

Child Care Partnership funding CCN supports local partnerships to develop action plans that stabilize and expand child care capacity for underserved areas and for historically marginalized communities. The project funds the supplemental work of the Cowlitz Community Charter as outlined in the 2020 Annual Agenda and Objectives.

CCN has finalized subcontract agreements with Youth and Family Link and the Children’s Discovery Museum; and Partnership agreements with the Highlands Neighborhood Association and the Revitalization-Association of South Kelso. There are five partner organizations currently reviewing contracts. Next steps in outreach include additional partner organizations, School Districts and child care providers. The English version of the Child Care Family Survey is live and Spanish and Chuukese translations will be provided for families. CCN will be advertising with The Daily News, Columbia River Reader and on social media for grant activities.

Old Business The board welcomed board applicant Tynna Purtteman. Tynna shared information about her background and experience with Janus Youth Programs of Cowlitz County.

Motion to appoint Tynna Purtteman to the CCN Board (Louise); second (Charlie). The motion carried.

New Business

Amber, Jeane and Kay met to discuss Board Recruitment and Retention. Ideas included reaching out to potential board members from the smaller cities in Cowlitz County, create an onboarding process and provide historical reference materials and documents for new board members.

Board members approved purchases outside of the normal monthly expenses to include an ad package from The Daily News and Columbia River Reader and Facebook advertising for the CCPG and charges for the website migration.

WA Department of Commerce/Seattle Foundation Child Care Partnership Grant     $60,000

Child Care Access Report | Sep 23, 2020 – Jun 30, 2021

Current Request: $912.20 | Remaining Balance: $57,732.80

This grant was awarded in the amount of $30,000 in reimbursable funds from the Dept of Commerce and $30,000 in upfront funding from the Seattle Foundation. Monthly invoices reflect the split in funding. Child Care Partnership funding CCN supports local partnerships to develop action plans that stabilize and expand child care capacity for underserved areas and for historically marginalized communities. The project funds the supplemental work of the Cowlitz Community Charter as outlined in the 2020 Annual Agenda and Objectives.

CCN has created subcontractor and partnership agreements to include procedures for evaluation and invoicing. The Child Care Access Report Work Group is expected to finalize the Family Survey and a first draft of the report by the end of the month. The Family Survey will launch on Feb 1st and run until the end of the month.

Amber proposed an increase in hours completed by the Program Coordinator between Jan-Jun 2021. Funding is available in the current grant allocations and additional hours are needed to complete grant activities and improve CCN communications with the community.

The board received information about CCPG Subcontracts Ready for Execution and the progress of potential contracts.

Michael will sign CCPG agreements, Kay and Michael are authorized to approve partner invoice payments, and the board will receive monthly reports to ensure financial and grant oversight (Louise), second (Gabby). CCN met with the Department of Commerce project manager for the Child Care Partnership Grant on Friday, December 11th. Corie and Michael attended the meeting and provided a summary to the board. The Child Care Access Report Work Group is drafting the family survey and the rest of the Work Groups will resume meeting after the new year.

The Draft Bylaws and Draft Policies and Procedures were sent to members for review prior to the meeting. Members discussed document revisions and updates to the Financial Policy. The Board will review the documents further and take action at the January meeting.

CCN is scheduled to meet with grant funders on Monday, November 23rd.

The Child Care Access Report Work Group has held its first meeting and will help determine study guidelines, report metrics and methods, conduct research, help identify immediate needs, and compile information to create an accurate report of the local child care crisis. Michael is the Board representative on the Work Group.

The Family Engagement Work Group is scheduled to meet on November 18th and will determine the best ways to engage with the families served to conduct interviews, surveys and forums, collect stories and share information, and prioritize strategies to address the specific care needs of local families. Tiffany is the Board representative on the Work Group.

The Outreach and Advocacy work group is scheduled to meet in December and will help make the report available to stakeholders and the public at large, develop and implement a public relations and marketing strategy, plan and carry out public events, and prioritize strategies to improve capacity and increase access to child care. Kay and Louise are the Board representatives on the Work Group.

Youth and Family Link Stipend: The Board allocated $2,270 to Youth and Family Link in February to pay for child care during Parent Support Group meetings hosted at their facility. Due to Covid-19, the launch of the support group was delayed and will now be hosted virtually. The organization requested that the $2,270 be approved to offset the cost of supervision for the MSW (master’s degree in social work) facilitator of the support group, rather than the cost of child care.

Olivia’s accepted a position as a Medical Social Worker and her last day with Youth and Family Link was 10/16. She has recommended that Corie Dow-Kramer apply to replace her on the Board.

Present: Board members Michael O’Neill, Kay Gunter, Louise Brown and Sharon Weinhold, Coordinator.

Welcome and Introductions: Michael welcomed those present and thanked them for their participation. Seating allowed for social distancing.

Board Membership: Pastor Megan Filer and Zaheen Khan submitted letters announcing their resignation from the Board.

-Pastor Filer, pastor at Bethany Lutheran Church, attended several Board meetings in 2017 before becoming a Network Board member in January 2018. At the time, she was new to the community, saw the significant needs of children and families in this area and was interested in finding ways to fill them. In her resignation letter, she stated that “I have been so thankful for my experience these last 2 1/2 years serving with everyone, and would like to still stay involved as a Community Charter member.” Pastor Filer added a useful faith community perspective to the Network’s planning and work and her time on the Board is greatly appreciated.

-Zaheen, Financial Education Coordinator at Fibre Federal Credit Union, became a Network Board member in July 2019. He also was new to the area and expressed interest in contributing to the community by providing financial literacy training for young people and adults. While his tenure on the Board was short, we did partner together on several financial literacy trainings and will continue to do so in the future. He cited time constraints as the reason for leaving the Board.    

February 19, 2020 Minutes: The Board meeting minutes were sent to the Board members for their review prior to the Board meeting. Of the six action items listed, five were completed. One action item, the item to transfer $2,270 to Youth and Family Link for the next Parent Support Group 10-week cycle to begin in May or later, depending on the status of the Covid-19 pandemic, has not taken place.

Grant Status Report:

Current Grants Status:

-Financial Literacy Training ($10,000). This funding for Financial Literacy Training is available for one year through June 30, 2020, and will be used to train at-risk youth and families who live in poverty or have very low incomes, are homeless or at risk of homelessness, or are financially vulnerable. Amount expended through February 29, 2020, $5,910; amount reimbursed, $5,144.

-Behavioral Health Grant Help for At-Risk Youth with Behavioral Issues in Child Care ($22,900). This funding for Behavioral Health training is available for two years through June 30, 2021. The funding will be used to help children with behavioral challenges in child care by providing training for childcare providers and family members who work with and/or have children with behavioral challenges. Amount expended through February 29, 2020, $7,233; amount reimbursed, $6,400.

Community Foundation for SW Washington ($25,000). The Network received $25,000 from the CFSWWA in late December 2019. The funding is available through December 31, 2020. This funding will be used to support and help the growing number of children with behavior challenges, including those with extreme behavior and mental health challenges, and enhance the work of the Community Charter members in gaining more resources in our community for these children and their families. Amount expended through February 29, 2020, $1,332.

-The Network received $1,000 from the Longview Junior Service League in March 2020. The funds will be used to provide training for childcare providers and parents who work with children with behavior challenges.

Approval of Expenditures:

The Itemized Voucher amounting to $3013.98 was presented to the Network Board for review and approval. The bills presented were:

Payroll for the period February 1, 2020 through February 29, 2020 was $2,507.56, which includes the cost of the payroll and associated employer costs. Payroll processing charges were $54.66. As of February 29, 2020, the balance in the checking account used for payroll and payroll processing was $1,811. All other Network funds are held with the Cowlitz County Treasurer’s Office.

Financial Literacy Training:

-Grant Details. The Financial Literacy Grant funding is for training at-risk youth and families who are financially vulnerable. The training topics are geared to the audience and may include Bank on It, Setting Financial Goals, Borrowing Basics, Saving for Cars/College/Housing and more depending on the participants.

-The Network completed a four part series of Financial Literacy trainings for after school program participants at Barnes Elementary School on February 26. The trainings were on January 22, February 5, February 12 and February 26. Feedback from the participants, the Barnes Site Coordinator and the After School Program Director has been excellent. A similar series of Financial Literacy trainings for after school program participants at Catlin Elementary School was conducted on March 4 and 11. There is an opportunity for similar trainings at Wallace Elementary Schools.

-The Network presented two sessions of Financial Literacy training for Columbia Wellness clients on February 26. Ten people participated in the morning Budgeting session; eleven people participated in the evening Credit session. All participants received handouts for both topics. Feedback was excellent. There were questions/comments and all said they learned something new that they could use.

-Participated in the Capital Asset Building Coalition meeting on March 10.

-Due to actions taken in relation to the Covid-19 pandemic, the following activities the Network hosts or participates in have been postponed: Catlin Elementary School trainings on March 18 and 25; Wallace Elementary School after school program training series in April; Financial Reality Fairs for high school students on March 26 and 31, and April 2; Money Smart Week Activity at the Children’s Community Museum in April; and two trainings for Columbia Wellness Clients on April 22. These activities will be rescheduled when appropriate.

Behavioral Health Grant:

-Grant Details. The Behavioral Health Grant funding provides technical assistance and training for child care providers who serve children with behavioral issues, and offers training and resources for family members who have children with behavioral challenges.

-Presented Conscious Discipline training for Kalama School District parents and guardians on March 3.

-Met with the Family Promise staff on February 24 and March 4 to discuss trauma informed care and Conscious Discipline training for staff and clients.

-Met with the manager of Lilac Place in Woodland on March 11 to discuss Conscious Discipline training in Woodland in June.

-Prepared and sent three behavioral health best practice emails on February 24, March 10 and 17.

-Due to actions taken in relation to the Covid-19 pandemic, the following activities the Network hosts or participates in have been postponed: Conscious Discipline training for Foster Parents on March 16; training for Kalama School District staff on April 14; and training for Family Promise staff and parents in April. Also postponed are events the Network is a partner or participates in: Together We Can on March 26 and the Celebration of Children Week activities event scheduled for April. These activities will be rescheduled when appropriate.

Community Charter Activities.

-Twenty community organizations that work closely with children and families have “signed” the Cowlitz Community Charter 2020 Annual Agenda and Objectives.

-After discussion, it was determined that the Network would proceed with organizing and information gathering for a report to spread community awareness of the current support needs for children and families, and the effects that ripple outward across the system due to gaps in services. Michael volunteered to provide an outline of the report so information gathering can begin.
